This bill requires state prisons and county jails to provide recreational opportunities and structured programming tailored to incarcerated people’s interests and needs. People incarcerated in state institutions are guaranteed 21-35 hours per week of these activities depending on staffing levels, including minimum hours for recreation and non-work structured programming, while people incarcerated in county facilities receive scaled access starting on their 31st day. Participation may be restricted during lockdowns or solitary confinement, and the bill ensures structured engagement is available for all eligible incarcerated people.
