AB-729: Sunlight is a Human Right

This bill requires state prisons and county jails to install outdoor-facing windows of at least 1.5 square feet in any cell along an exterior wall by October 1, 2030, as long as doing so is structurally safe. It also guarantees every incarcerated person at least three hours per day of outdoor visibility—either through their cell window, time spent outside, or time spent in another part of the facility with a qualifying window. The bill provides state funding in 2025–26 and 2026–27 to help cover the cost of installing these windows.
