The bill does not broadly legalize all hemp-derived cannabinoid products without limits or oversight. Instead, it places these products—such as delta-8, delta-9, and other THC isomers—under a strict regulatory framework modeled after Wisconsin’s alcohol beverage laws.
This means manufacturers, distributors, and retailers would need state and local licenses; products would have to meet testing, labeling, and packaging standards; and sales would be limited to people age 21 and over through a three-tier distribution system.
In short, the bill seeks to treat hemp-derived cannabinoid products as regulated intoxicants rather than unregulated consumer goods.
