How Wisconsin's pernicious parole system fuels mass incarceration and perpetuates harm

MILWAUKEE — In the wake of numerous reports of harassment in public schools, the ACLU of Wisconsin is reminding school leaders of their responsibility to protect all students from discrimination.

The arrest of longtime Milwaukee resident Jose De La Cruz Espinoza was cruel, senseless, and unacceptable. The way in which he was treated by officers from both ICE and the Milwaukee Police Department traumatized not only Mr. Espinoza, but also devastated his wife and three young children, who were all present for the encounter.

The ACLU of Wisconsin condemns the decision of the Milwaukee Police Department (MPD) to collude with agents from Immigration and Customs Enforcement (ICE) in detaining a longtime Milwaukee resident and sending him to face deportation proceedings.

On September 23, 2019, the first annual report of the Consultant in the case of Collins v. City of Milwaukee – the “Stop and Frisk”case – was released.  The ACLU of Wisconsin had the following comment:

Today, the third report from the monitor appointed to oversee the settlement agreement at the troubled Lincoln Hills and Copper Lake youth prisons was filed in federal court.
