AB-747/ SB-682: Regulating Hemp-Derived Cannabinoid Products

This bill creates strict new rules for hemp-derived cannabinoid (HDC) products, including:

Age Restriction
It is illegal to sell, give, or provide HDC products to anyone under the age of 21. People under 21 are also prohibited from buying or possessing these products.

Mandatory Testing
Every batch must undergo testing by an independent, accredited laboratory. Products must be accompanied by a Certificate of Analysis (COA), usually provided via a QR code on the label.

Beverage Limits
For HDC drinks, the bill imposes potency caps:
No more than 10 milligrams of THC per single serving
Non-resealable containers (like cans) are limited to a maximum of two servings
