This bill requires the Department of Corrections and county sheriffs to stock commissaries with a wide range of personal hygiene products, including culturally sensitive items for different hair types, at fair prices based on the highest-grossing retail chains. It also provides every incarcerated person with a $25 monthly stipend to purchase these products, starting on the 91st day for county inmates. The bill allocates $6,450,000 per year in 2025-27 to cover these stipends and ensures county jails follow the same pricing standards as state institutions.
