This bill requires the Department of Corrections to provide every person incarcerated in a state prison with three hours of outdoor time per week, with a delayed start for inmates at the Milwaukee secure detention facility until their 91st day. County sheriffs must provide the same three hours per week to people incarcerated in county jails or houses of correction, starting on the 31st day of their stay. The bill includes a state fiscal estimate to cover these requirements.
