Madison — For the second time this week, a federal judge has blocked an action by Gov. Scott Walker and other state officials, yanking part of the administration's rules for managing protesters at the Capitol.

U.S. District Judge William Conley in Madison struck down two parts of the Walker administration's restrictions on demonstrations, though he left much of the remaining rules in place, including some requirements for permits for larger events.

In a 47-page opinion, Conley blocked the administration from requiring a permit for "events" in the statehouse rotunda of 20 people or fewer. He also enjoined enforcement of another section of the rule that he said amounted to an unconstitutional distinction based on the content of the speech and events.
