"The ACLU supports preventing the abuse of children in juvenile correctional facilities. While mandatory reporting may have a role to play in such prevention, the ACLU is concerned that this bill could result in unwarranted child abuse charges against youth who get into fights with one another. A fight among youthful peers should not result in the permanent stigma and collateral legal consequences of a child abuse charge."
