This bill restricts state and local government participation in federal immigration enforcement. It prohibits any state or local official, employee, or law enforcement officer from assisting in detaining a person solely because they are or are alleged to be unlawfully present in the United States. However, it allows officials to provide access to facilities if required by a valid judicial warrant.

The bill also bans state and local agencies, including law enforcement, from entering into or maintaining agreements 287 (g) agreements, which allow local jurisdictions to perform federal immigration enforcement duties.
