This bill broadens parental access to minors’ health records by removing existing privacy carve-outs, including parental access to mental health treatment records for developmentally disabled youth even if they file a written objection, and including HIV testing records for all youth. In doing so, it narrows the space for minors to seek care confidentially and increases the amount of sensitive personal information subject to oversight. Some federal protections remain, but the overall direction weakens privacy at a critical point of care.
