The Youth Civil Libertarian Award
This
award is named for Jack
and Lucy Rosenberg, long time members of the ACLU, YCLC visionaries,
staunch supporters of our civil liberties and a true vanguard
for the development and cultivation of young people in the ACLU.
The ACLU of Wisconsin will be presenting the next Youth Civil
Libertarian Award at the annual Bill
of Rights dinner on March 18, 2006. Please

The 2006 Jack and Lucy Rosenberg Youth Civil Libertarian
of the Year, Robert Phansalkar!!
Robert
Phansalkar is currently a junior at the University
of Wisconsin , majoring in Political Science and Hindi. Phansalkar
became a card carrying member of the ACLU in 2002 and soon attended
the National Membership Conference in Washington with members
of The Other America Tour. Shortly thereafter,
Phansalkar became an advisor for the Other America Tour and became
familiarized with the ACLU of Wisconsin’s Youth Programs.
Phansalkar
has been serving on the ACLU of Wisconsin
Board of Directors since 2003 and has served as the Youth and
Civil Liberties Council Chair since 2004. In 2005, he was elected
President of the ACLU-UW Chapter for the University of Wisconsin
- Madison .
That
same year, Phansalkar drafted a new ACLU bylaw governing the ACLU
of Wisconsin’s Student Chapters. Phansalkar presented the bylaw
to various student leaders from across the country at the 2005
ACLU National Biennial in New Orleans , where he served as a delegate
for Wisconsin .
At
the University of Wisconsin , Phansalkar has successfully organized
a lobby day for Civil
Marriage Equality at the State Capitol and has increased PATRIOT
Act awareness through speeches and showings of the documentary
“Unconstitutional”
on and off campus. Phansalkar has also successfully organized,
drafted, and presented a constitutional Harassment Policy to the
University of Wisconsin ’s Division of University Housing for
implementation in late 2005. The University implemented Phansalkar’s
policy in early 2006 with no alterations. Phansalkar has also
been active in other campus groups, notably Amnesty
International.

student is 14-25 years of age and resides in Wisconsin. |
